A. INVITATION TO SUBMIT AN APPLICATION TO PRE-QUALIFY
N3TC invites applications from Eligible Companies “Entities”, Joint Ventures or Consortia to submit Pre-Qualification Applications to tender for various Packages of Routine Road Maintenance Contracts namely;

N3 TOLL ROUTE: CEDARA INTERCHANGE TO HEIDELBERG SOUTH INTERCHANGE
ROUTINE ROAD MAINTENANCE – PACKAGE 1, 4, 6, 7, 8, 9 & 10
Definitions
Anti-Corruption Laws: Any anti-corruption, bribery or anti-money laundering laws or regulations of the Republic of South Africa, as amended from time to time, including –
the Prevention of Organised Crime Act, No 121 of 1998;
the Protection of Constitutional Democracy against Terrorist and Related Activities Act, 33 of 2004
the Prevention and Combating of Corrupt Activities Act, No 12 of 2004;
the Financial Intelligence Centre Act 58 of 2001 (as amended); and
any other law of similar purpose and scope in the Republic of South Africa.
Black People: Individuals who are citizens of the Republic of South Africa, who according to racial classification did not have the right to vote or had restricted voting rights immediately prior to the 1994 elections in South Africa.
Location: The shortest travel distance by road from the Domicilium citandi et executandi of the Applicant (Head office address) to any point for a specific Contract Package on the N3 between Cedara Interchange and Heidelberg South Interchange which shall be less than 35km. In the case of Joint Ventures and Consortia, this criteria for eligibility applies to all members of the Joint Venture or Consortium for each specific Contract Package.
Only pre-qualified applicants will be invited to tender for the various RRM Contract Packages.
The pre-qualification document is only available on the N3TC website in .pdf format, and it is the responsibility of the Applicant to download the complete document. The document will be available on the website from 9th June 2026.

The Eligibility criteria are as follows:
The Applicant shall be either an “Entity”/company, “Joint Venture” (i.e. partnership between two entities) or a “Consortium” (i.e. group of entities). Entities or companies (including all those entities or companies forming part of a joint venture or consortia) shall have been registered and operationally active at the Location for at least one year prior to 9th June 2026
All members of the entity or company (including all those entities and companies forming part of a joint venture or consortium) shall have their places of business for a specific Contract Package, located not more than 35km from the N3 Toll Route, and defined as Location above.
Companies/Entities shall have black (Black People) shareholding of 50.1% or more.
Applicants shall be registered with the CIDB for a CE designation and have a CIDB grading of between 4CE and 6CE (inclusive of 4CE and 6 CE) prior to the pre-qualification application closing.
Applicants shall have previous experience of Routine Road Maintenance Contracts, with minimum of 3 completed RRM contracts (or equivalent) on National Roads in the last 5 years.
Applicants shall have adequate financial resources.
Applicants shall abide by all Anti-Corruption Laws and maintain adequate internal procedures to prevent the violation of any Anti-Corruption laws by the applicant and any person, affiliate and/or entity associated with the applicant in the conduct of its business, or the implementation of any contract concluded, irrespective of the capacity in which such person/entity is associated with the applicant.
Applicants shall ensure that all subcontractors, agents, intermediaries and other associated persons engaged in connection with any contract awarded pursuant to this pre-qualification process are bound by equivalent anti-corruption obligations and undertakings as those set out in this document.
Applicants shall be in good standing with the South African Revenue Services.
Applicants shall be in good standing with the Department of Labour for Compensation for Occupational Injuries and Diseases Act.
Applicants shall submit ALL the Returnable Schedules which forms part of this RFQ.
Any breach of the anti-corruption undertakings set out herein or in Form B3 shall entitle N3TC, in its sole discretion, to: (a) immediately disqualify the applicant from the pre-qualification process; (b) terminate any contract awarded to the applicant; (c) recover from the applicant all losses suffered as a result of the breach; (d) debar the applicant from future N3TC procurement processes for a period determined by N3TC; and (e) report the applicant to the relevant authorities including the National Prosecuting Authority and the Register of Tender Defaulters established under section 28 of PRECCA.

The completed application shall be submitted via email to rrm2026.prequal02@n3tc.co.zaand received by N3TCnot later than 12:00 on Tuesday 23 June 2026. Late submissions will not be accepted. Maximum file size is 20MB for the email submission.
