An obligation of the Concessionaire is to ensure that the Highway meets stringent Engineering Requirements throughout the Concession period. These requirements relate to the condition of the pavement surface and layers to carry traffic loads; safety of cut and fill slopes to avoid slip failures, management of the bridges and other structures along the highway; and ensuring that surface and sub-surface drainage function correctly. Meeting these requirements will ensure that all motorists will have a safe and comfortable journey on the N3.

The Design process is divided into two distinct areas, being Highway Management Systems, and Detailed Designs for specific projects.

Highway Management Systems:
In order to check that the Highway continually meets these requirements, N3TC utilises a number of Highway Management Systems to monitor the engineering performance of various aspects of the highway.

These include:
- Pavement Management System
- Geotechnical Management System
- Bridge Management System
- Geometric Management System
- Traffic Management System

These systems involve substantial measurements and engineering investigations undertaken on a periodic basis and enable the Concessionaire to pro-actively plan for the execution of rehabilitation or upgrade works.

Detailed Design:
Once a specific area of the highway is identified as requiring work, the detailed design is carried out by Engineering Consultants appointed by N3TC. This design would then include more detailed investigations such as test pits, pavement deflection measurements or diagnostic testing on concrete structures.

The designs are carried out in accordance with the relevant standards and specifications.
